Mitsue Shiokawa Left the Institution to Build The Five Turns

Burnout, polarization, disengagement, and mistrust get treated as 4 separate problems. Dr. Mitsue Shiokawa spent more than 20 years across leadership development, organizational culture, higher education, conflict navigation, and human rights, and kept finding the same thing underneath: fragmentation.

Mitsue Shiokawa is the founder and Chief Coherence Officer of The Fifth Turn, a consulting practice that helps leaders and organizations move from fragmentation to coherence. She holds a Ph.D. in higher education and is a Certified Diversity Executive, an SHRM-SCP, and a nationally certified mediator. A member of The Entreprenista League, she is also finishing her first book.

Her path from a K-12 English classroom to a framework for cultural change came down to 1 question she could not stop asking.

The question that kept resurfacing

Mitsue began her career teaching K-12 English before moving into higher education, where she led work spanning international education, organizational development, employee experience, diversity strategy, and leadership development. The vantage point was unusually wide. “Those experiences gave me a front-row seat to how people, teams, and organizations navigate change,” she says.

One question followed her into every workplace and community she encountered: “Why do people and organizations become fragmented, and how do they become whole again?” She studied it for years before she had a business to put it into practice.

Leaving for the freedom to ask hard questions

After years of helping organizations navigate culture, conflict, and change from the inside, Mitsue wanted her ideas to reach past a single institution. She was also watching higher education, and many institutions more broadly, become increasingly shaped by political polarization and competing ideological pressures.

“I wanted the freedom to ask difficult questions, follow the evidence wherever it led, and contribute to conversations about leadership and culture without feeling constrained by institutional or political expectations,” she says. “Entrepreneurship gave me the independence to preserve my voice, develop my ideas with intellectual honesty, and create work that serves people across sectors.”

What finally moved her to become a founder was the pull toward building something that could contribute to society, which is how she came to describe her work as social entrepreneurship.

The Five Turns and the book behind them

Years of observation, research, and lived experience gradually turned into a language. Mitsue built The Five Turns, a framework for rebuilding trust, strengthening leadership, and creating healthier cultures from the inside out, then wrote the book that carries it. Unfragmented is forthcoming.

“Creating The Five Turns framework and bringing my book to life has been my proudest accomplishment,” she says. What began as a private study became a practical way to talk about fragmentation and a set of moves toward coherence.

Publishing the ideas took a second kind of courage. “For a long time, I was more comfortable doing the work than talking about it,” she says. “Building a business has required me to step into visibility, trust my voice, and invite others into a conversation that I believe is deeply needed.”

Who the work is for

Mitsue works with organizations and leaders navigating complexity, change, and growth: executive teams, higher education institutions, nonprofits, and mission-driven organizations that want to strengthen culture, build trust, handle conflict more effectively, and create greater alignment across their teams. Founders and individual leaders come to her looking for a more coherent approach to leadership during a period of transition.

For individuals, that work runs through The Coherence Intensive, a 12-week private coaching experience built on The Five Turns. It is designed for women in the middle of a major transition who want to get clear on what matters, recognize the patterns keeping them stuck, and make the decisions they have been avoiding.

A year that finally made room

The milestone Mitsue names first from the past year is her daughter’s full survivorship after childhood leukemia. At the same time, she completed her manuscript, launched The Fifth Turn, and began sharing her work more publicly.

“They represent healing, hope, and the courage to begin again after a season that asked everything of our family,” she says of the paired milestones. Her family sits at the center of why the business exists. “They’re the reason I’m building it in the first place,” she says.

What’s next for The Fifth Turn

The immediate focus is publishing Unfragmented, expanding the consulting practice, and partnering with organizations ready to strengthen culture, navigate complexity, and build trust.

Longer term, Mitsue sees The Fifth Turn growing from a single framework into a body of work that includes executive education, speaking, workshops, research, and future books. She aims for coherence to be understood as the foundation for resilient leadership, healthy cultures, and meaningful human connection.

“Since I’m still new to the Entreprenista community, I’m very much in learning mode,” she says. “Building a business can feel isolating, and I’m learning that you don’t have to do it alone.” One thing she's already learned: You don't have to have everything figured out to show up.

Her advice for anyone waiting to feel ready is to “start before you’re certain. Let your business grow alongside you,” she says. “Stay rooted in your values, be willing to learn.”
